In the 118th Congress, the Appropriations Committee has 12 subcommittees(link is external) that each have jurisdiction over a specific part of the federal government. The formal list of jurisdictions is here(link is external).

As your representative and a House Committee on Appropriations member, I have the opportunity to advocate on behalf of programs that are important to New York’s 13th Congressional District. For example, if your local fire department benefits from the Federal Emergency Management Agency (FEMA)’s Assistance to Firefighters Grants, I can advocate maintaining or increasing the total funding for these grants. I can also include language in federal appropriations bills and accompanying reports that direct federal agencies about how they are implementing a certain program or about activities an agency is undertaking.

I invite you to submit Fiscal Year 2025 (FY25) program and language appropriations requests for review. Please provide as much of the requested information as possible to ensure we can fully evaluate your request. Requests must be submitted through this form by Friday, April 19, 2024, in order to be considered. Who should submit an appropriations request?

Appropriations requests should be submitted by community members who work to secure funding for federal programs they benefit, such as an administrator of a federally qualified health center, a CEO of a nonprofit, grant manager of a city or state agency, etc.

What is the deadline for submitting appropriations requests?

The House Appropriations Committee sets rigid deadlines for my office to submit requests. In order to adequately review and submit requests you make of my office, our deadline for Fiscal Year 2025 program and language requests is Friday, April 19, 2024. My deadline for Fiscal Year 2025 Community Project Funding requests is also Friday, April 19, 2024.

If you are a constituent or local organization and believe you will need additional time to complete your request, please call my legislative staff in my Washington, D.C. office at (202) 225-4365, and we will work with you to help. However, our office cannot submit appropriations requests after the committee’s established deadlines.

Will the information I submit be public?

Some details, including the location and substance of your request, may be public. We will never publicly share the requestor's name or other personal information without your permission.

COMMUNITY PROJECT FUNDING SPECIFIC GUIDANCE

What is Community Project Funding (CPF)?

Community Project Funding is generally defined as spending provisions in federal legislation that are requested on behalf of constituents or constituent organizations by a Member of Congress or Senator. It provides, authorizes, or recommends a specific amount of federal discretionary budget authority, credit authority, or specific funding amount to a specific entity for a specific purpose; and the purpose of the project must meet the objective of a federal program under existing law.

If you represent a nonprofit organization or a government agency with a project that aligns with a mission to support the community, you are strongly encouraged to submit a funding request using this form(link is external). My team will review your proposal and get back to you as soon as possible.

1. Who is eligible to submit a funding request?

State or local governmental entities and certain eligible nonprofits are eligible to submit funding requests. All for-profit recipients are banned.

2. What are the requirements for requesting CPF?

Projects must have demonstrated community support and must be tied to a federal authorization law.

3. What constitutes demonstrated community support?

Community support may include letters of support from elected community leaders, press articles, public planning documents, resolutions, and more.

4. Is there a deadline for submitting a request?

Yes, each Congressional office sets its own deadline. Please check with your Congressional office for more information. My deadline is Friday, April 19, 2024.

5. Are exceptions made if the bill hasn’t yet been passed/signed into law?

   No.

6. Are Community Project Funding requests publicly disclosed?

Yes, all funding requests are posted publicly on the Members of Congress's online website.

7. How much should I request?

8. I submitted a request. Will it be approved? When will I know?

Approval depends on various factors, and the process can be lengthy. Please be patient as the bills go through the legislative process.

9. How long do funds last?

  Depending on the account, funds must be used or obligated in the federal fiscal year 2025.

10. Is there a vetting process?

    Yes, requests will undergo rigorous vetting, including possible public scrutiny and audit.

Similar to Fiscal Year 2024, I expect that accounts for the Small Business Administration, Department of Education, Department of Labor and Department of Health will be eliminated for the fiscal year 2025 cycle.
