REPRESENTATIVE ADRIANO ESPAILLAT URGES CITY TO REVISE INWOOD PLAN
NEW YORK, NY – Today, Representative Adriano Espaillat (NY-13) released the following statement on the proposal to rezone Inwood and the pending vote by the New York City Council.
"Despite the City's recent edits to their proposal, I remain concerned that the rezoning plan will hurt Inwood and lead to widespread displacement of the community's current residents," said Rep. Adriano Espaillat (NY-13). "As it's currently drafted, the plan fails to ensure that the ‘Commercial U' will not be redeveloped, that existing affordable housing will be protected, nor does it provide an adequate amount of new affordable housing units to be built within the community.
"Additionally, the $200 million of new technological and educational investments — which have recklessly been cited as an effort to offset the negative effect rezoning would bring to Inwood — fall short of the incentives other communities have received during the rezoning process.
"Even more reckless, is the allusion that these new affordable apartments and advanced community facilities will primarily benefit Inwood's current residents. If this rezoning plan is approved and allowed to move forward, Inwood's current residents will lose and will not truly benefit from a community, local-based preference when applying for new affordable units in the area. The rezoning proposal cuts close to 12,000 apartments in our community and would be forced long-residing Inwood residents to take a back seat among new applicants.
"When I urged New York City to create 5,000 new affordable apartments to ensure the residents of Washington Heights and Inwood would receive a fair share of the 300,000 new units he has promised, the city remained silent and chose to disregard the request. Now we find ourselves, our city and residents among us in a situation that we can no longer afford to ignore.
"Last week, I held a community forum with Inwood residents and heard of complaints of tenants being harassed and threatened by overzealous landlords taking advantage of this rezoning proposal and the opportunity to increase market rates and displace vulnerable families.
"During the rezoning forum, I was joined by Manhattan Borough President Gale Brewer, New York State Senator Marisol Alcantara, New York State Assemblymember Carmen De La Rosa, members of community board 12, and Inwood residents in expressing our opposition to the current plan. This is a democracy and the needs of the majority of the people and our voices must be counted. Inwood residents should not be arrested when expressing their concerns on the negative impact that this development would have on them and their livelihood.
"This rezoning proposal is not good for our community. Diverse families and family-owned small businesses create the fabric of who we are, and we each have a responsibility to ensure that these families and businesses are able to afford to remain and prosper in the neighborhood. Affordability of our neighborhood and the overall affordability of housing is truly the lifeblood of stability – for individuals, families and small businesses. With low wages, middle and low-income families cannot afford to live in the neighborhoods they've known their whole lives, and they will be forced to relocate – leaving residences that are within close proximity to their jobs, schools, familiar neighbors, and everything else that defines their community.
"This plan would have a harsh and negative impact on Inwood residents, and we cannot allow it to move forward. I remain adamantly opposed to this proposal as it raises rents and displaces Inwood families and small businesses, and truly overstates the value that it would bring to Inwood and our community.
"Successful communities take a stand in support of their residents. We are outraged and cannot simply allow individuals and businesses to merely survive in our city, but rather put in place efforts that would help them and their families thrive. I strongly encourage New York City officials and local representatives to implement a 7-year moratorium until the community, elected officials, and experts have an opportunity to further review the significant impact this plan would have on our community. Let's go back to the table and present a proposal that would truly reflect the community's desires.

CONGRESISTA ADRIANO ESPAILLAT URGE A LA CIUDAD A REVISAR EL PLAN INWOOD
NEW YORK, NY – Hoy, el congresista Adriano Espaillat (NY-13) emitió la siguiente declaración sobre la propuesta de rezonificación de Inwood y el voto pendiente del Concejo de la Ciudad de Nueva York sobre este plan.
"A pesar de las recientes ediciones hechas por la Ciudad a la propuesta, sigo preocupado porque el plan de rezonificación perjudicará a Inwood y provocará un desplazamiento generalizado de los residentes actuales de la comunidad", dijo el congresista Adriano Espaillat (NY-13). "Este plan tendría un impacto severo y negativo en los residentes de Inwood, y no podemos permitir que siga adelante. Me mantengo firmemente opuesto a esta propuesta, ya que aumenta los alquileres y desplaza a las familias y pequeñas empresas de Inwood, y realmente exagera el valor que aportaría a Inwood y a nuestra comunidad.
"Las comunidades exitosas toman una posición en apoyo de sus residentes. Estamos indignados y no podemos simplemente permitir que las personas y las empresas simplemente sobrevivan en nuestra ciudad, sino que debemos poner en marcha esfuerzos que las ayuden a ellas y a sus familias a prosperar. Recomiendo encarecidamente a los funcionarios y representantes locales de la ciudad de Nueva York que implementen una moratoria de 7 años hasta que la comunidad, los funcionarios electos y los expertos tengan la oportunidad de seguir analizando el impacto significativo que este plan tendría en nuestra comunidad.
