Representative Adriano Espaillat Floor Remarks on the George Floyd Justice in Policing Act of 2020

NEW YORK, NY Representative Adriano Espaillat (NY-13) made the following remarks today on the U.S. House Floor in support of H.R. 7120, the George Floyd Justice in Policing Act of 2020.

The following are remarks by Rep. Espaillat, as prepared for delivery:

"Mr./Madam speaker, I rise in strong support of this bill.

"One month ago today, George Floyd was murdered.

"As his six-year-old daughter astutely said in the days following, ‘Daddy changed the world.'

"In this bill, there are several policies that I have highlighted in the Harlem Manifesto, which advocates for a ban on chokeholds, demilitarizing the police, ending qualified immunity, and moving away from a policing-first system.

"The Harlem Manifesto also includes a provision to ensure that police officers can be held accountable for excessive force, something that I introduced in my Excessive Force Prevention and Accountability Act.

"We must pass this bill and continue working to reshape how we approach policing in this country.

"The best anti-crime policies are anti-poverty policies, and we owe it to George Floyd, Breonna Taylor, Eric Garner, and countless others to create a better society.

"We must continue this fight.

"Because Black Lives Matter.

"Thank you."

"En este proyecto de ley hay varias políticas que he destacado en el Manifiesto de Harlem, que aboga por la prohibición de estrangulamientos, la desmilitarización de la policía, por ponerle fin a la inmunidad calificada y aboga por un modelo apartado del sistema que prioriza la vigilancia policial.

"El Manifiesto de Harlem también incluye una disposición para garantizar que los agentes de policía rindan cuentas por el uso de la fuerza excesiva, algo que introduje en mi Ley de Prevención del uso Excesivo de la Fuerza y Rendición de Cuentas.
