NEW YORK, NY -- Today at 2:30 p.m., Congressman Adriano Espaillat (NY-13) will hold a press conference at the Harlem State Office Building located at 163 West 125th Street at the corner of Adam Clayton Powell Jr. Blvd. to introduce a slate of legislative priorities, aptly titled the Harlem Manifesto, that calls for the implementation of policies to end police brutality and stop the criminalization of African Americans and Latinos throughout communities around the nation.
