Appropriations Financial Disclosures (FY27)

The following Community Project Funding requests for Fiscal Year 2027 were submitted by Rep. Adriano Espaillat (NY-13) to the U.S. House Committee on Appropriations. Submission to the committee does not guarantee a project will be funded. Information regarding which requests were selected for funding by the committee will be announced as soon as it is available. The following projects are listed alphabetically and will proceed to the next phase of review.

1. Project: 116th Street Lighting Acquisition and Installation

Recipient: Department of Transportation

Request: $2,000,000

Summary: This project will provide additional lighting in the underpass at 116th Street and Park Avenue in New York City. Inadequate lighting creates unsafe conditions for pedestrians, particularly seniors and students community during the early morning or evening hours. Local community partners have documented numerous safety concerns related to poor visibility along the corridor. Local businesses along the area report that inadequate lighting discourages evening foot traffic and commerce. By providing well-lit and safer streets, local partners estimate that these changes would generate a 15-20% increase in evening commercial activity.

 

2. Project: Esplanade Gardens Renovation

Recipient: New York City Department of Housing Preservation & Development

Request: $1,700,000

Summary: Housing Preservation and Development (HPD) seeks $1.7 million for the various renovations around the complex including ceiling repair and steam pipe replacement for Esplanade Gardens. Without these repairs, residents may experience leaks and unsafe conditions. 
 

3. Project: Franklin Plaza Facade Renovations

Recipient: Housing Preservation and Development (HPD)

Request: $1,000,000

Summary: Housing Preservation and Development (HPD) seeks $1 million for Local Law 11 facade work for the Franklin Plaza Housing stock. This necessary construction will increase the safety of the building and the health of the residents. In a high-cost city like New York where the housing stock continually outpaces the demand, residents struggle to find reliable and affordable housing. Meeting the construction needs of this building will ensure that Bronx residents are safer and healthier.

 

4. Project: Inwood Terrace Asbestos Abatement and Flooring Repair

Recipient: Homes and Community Renewal 

Account: Community Development Fund - Economic Development Initiative (EDI), Department of Housing and Urban Development (HUD)

Request: $800,000

Summary: Homes and Community Renewal (HCR) seeks $800,000 for the asbestos abatement and flooring replacement of all 21 floors in the Inwood Terrace complex at 99 Hillside. Currently, all hallway flooring is made up of asbestos materials which are cracking and chipping. This has resulted in the potential release of hazardous fibers in the air. To prevent illness, the old flooring needs to be removed and replaced with a safe flooring option.

 

5. Project: PS 84 School Renovation

Recipient: NYC Department of Education

Request: $1,500,000

Summary: This funding will allow renovations to the school’s cafeteria, gymnasium, and rooftop play space which are used daily for student meals, physical education, after-school programs, family engagement events, and community recreation activities. However, aging infrastructure—including a deteriorating cafeteria ceiling, outdated and underutilized gym support areas, and a failing rooftop shade canopy—limits the safe and effective use of these spaces.

 

6. Project: PS 242 Playground Revitalization

Recipient: NYC Department of Education

Account: Community Development Fund - Economic Development Initiative (EDI), Department of Housing and Urban Development (HUD)

Request: $1,000,000

Summary: This funding will go towards refurbishing and revitalizing the school and community playgrounds of PS 242 - The Young Diplomats Magnet Academy. The outdoor spaces serve as essential environments for physical activity, social-emotional development, and community engagement; however, both playground areas are now significantly worn and in need of full reconstruction to ensure safety, accessibility, and enrichment for all students. 

 

7. Project: East Gym and Auditorium Climate Control Modernization

Recipient: NYC Department of Education

Account: Community Development Fund - Economic Development Initiative (EDI), Department of Housing and Urban Development (HUD)

Request: $1,000,000

Summary:  The East Gym and the auditorium of PS 125 are spaces used by both the school and surrounding community. Unfortunately, neither space has functioning air conditioning or windows that can easily open. This funding would go towards the installation of air conditioning systems in both areas of the school.

 

8. Project: PS 185 Air Conditioning Modernization

Recipient: New York City Department of Education 

Account: Community Development Fund - Economic Development Initiative (EDI), Department of Housing and Urban Development (HUD)

Request: 1,050,000.00

Summary: The multipurpose room at P.S. 185 The Locke School of Arts and Engineering, located in New York’s 13th Congressional District, comprises three distinct spaces—an auditorium, a gymnasium, and a cafeteria—separated by movable partitions. In the six decades since the school’s construction in 1967, this high-occupancy, heavily used space has never had air conditioning, limiting its safe and consistent use during warmer months.

 

9. Project: West Prep Academy Playground Expansion

Recipient: NYC Department of Education

Account: Community Development Fund - Economic Development Initiative (EDI), Department of Housing and Urban Development (HUD)

Request: $5,000,000

Summary: West Prep Academy (03M421) seeks capital funding to design and construct a secure, fully accessible rooftop playground and outdoor learning environment on the school building located at 220 West 108th Street, New York, NY 10025. This project will expand student access to physical activity, wellness space, and outdoor instruction in a dense urban environment with limited ground-level outdoor options.
 

10. Project:  Lehman College Campus Modernization and Community Advancement Initiative

Recipient: The Research Foundation of CUNY

Account: Community Development Fund - Economic Development Initiative (EDI), Department of Housing and Urban Development (HUD)

Request: $500,000

Summary: Lehman College is seeking capital funding to support the Safe Pathways and Campus Access Initiative, focused on improving sidewalks, curbs, and perimeter conditions across campus and at key access points connecting the campus to the surrounding community. Over time, many of these areas have deteriorated due to regular use and exposure, creating safety concerns and making it more difficult for students, faculty, staff, and visitors to navigate the campus. 

 

11. Project: Lincoln Houses Plumbing Stack Replacement

Recipient: New York Housing Authority 

Account: Community Development Fund - Economic Development Initiative (EDI), Department of Housing and Urban Development (HUD)

Request: $1,000,000

Summary: This proposal seeks funding to enable NYCHA to address decades-old plumbing issues in the Lincoln Houses complexes. Addressing these issues will significantly increase the quality of life of residents. 
 

12. Project: Dyckman Houses Security Updates

Recipient: New York City Public Housing

Account: Community Development Fund - Economic Development Initiative (EDI), Department of Housing and Urban Development (HUD)

Request: $4,000,000

Summary: This project involves installation of one or more of the following scope items: CCTV cameras, layered access entrance system, storefront entrance, intercom system, and interior and/or exterior lighting around building entrances. These upgrades are designed to enhance building security, improve visibility, and better control access for residents and visitors. Collectively, they contribute to a safer, more secure environment and support overall quality of life for building occupants.

 

13. Project: Douglas I Houses Fire Safety Enhancements

Recipient: New York City Housing Authority

Account: Community Development Fund - Economic Development Initiative (EDI), Department of Housing and Urban Development (HUD)

Request: $3,000,000

Summary:  New York City Housing Authority is asking for capital funds to assist in bringing the Douglass Houses in line with NYC Fire code compliance. Specifically, this funding will go towards the identification, removal, and replacement of all existing fire detection system components, both operable and inoperable. The detailed scope of work is determined based on engagement of stakeholders and the specific design for the site. This is a vital step toward enhancing resident safety and ensuring regulatory compliance. Modern, fully functional fire detection systems are essential to protecting lives, particularly in densely populated residential communities such as NYCHA developments.

 

14. Project: Mexican Studies Institute Renovation and Expansion Project

Recipient: Research Foundation of CUNY

Account: Community Development Fund - Economic Development Initiative (EDI), Department of Housing and Urban Development (HUD)

Request: $400,000

Summary: Lehman College is seeking $400,000 in capital funding to upgrade existing campus space to create a dedicated and functional environment for research, archival preservation, and public programming for the Mexican Studies Institute. Planned improvements include flooring, ceiling, and lighting upgrades, as well as the installation of high-density archival storage systems with appropriate environmental controls, digitization capabilities, and the creation of enclosed spaces for research, consultation, and small group learning. 

 

15. Project: Older Adult Center Van Acquisition

Recipient: New York City Department for the Aging

Account: Community Development Fund - Economic Development Initiative (EDI), Department of Housing and Urban Development (HUD)

Request: 400,000.00

Summary: The New York Department for the Aging (NYC Aging) is applying for three 25-passenger vans to better meet the needs of the older adults they serve. These passenger vans will predominately service three senior centers in the Harlem neighborhood. These vans will help transport seniors to their medical appointments, support services, and community events.

 

16. Project: PS 246 Bathroom Renovation

Recipient: New York City Department of Education

Account: Community Development Fund - Economic Development Initiative (EDI), Department of Housing and Urban Development (HUD)

Request: $1,315,000

Summary: The proposed project will replace outdated plumbing systems, install durable and water-efficient fixtures, repair and replace flooring and wall surfaces, upgrade ventilation and lighting, and ensure the bathrooms meet current health, safety, and ADA accessibility standards. Renovations will also incorporate materials designed for long-term durability and easier maintenance in a high-use school environment.

 

17. Project: NYC Neighborhood Internet Network

Recipient: New York City Department of Housing Preservation & Development

Account: Community Development Fund - Economic Development Initiative (EDI), Department of Housing and Urban Development (HUD)

Request: $2,000,000

Summary: HPD seeks funding to expand Neighborhood Internet, its partnership with the New York Public Library to build an internet network that provides free internet low-income households, including those that receive Section 8 rental assistance. HPD is providing seed funding to serve 2,000+ Section 8 households in Upper Manhattan and the Bronx. HPD's goal is to scale this network to provide internet access to as many low-income households as possible. For every $600 invested in the program, one household can secure access to the internet for 30 years. This project is different from phases that were submitted in the past because this specifically covers the NY-13 district.
 

18. Project: The City College of New York Campus Buses Fleet

Recipient: The Research Foundation of CUNY 

Account: Community Development Fund - Economic Development Initiative (EDI), Department of Housing and Urban Development (HUD)

Request: $500,000

Summary: The City College of New York (CCNY) seeks to acquire two 24-passenger shuttle buses, each equipped with two wheelchair positions, to address critical transportation gaps that disproportionately affect low- and moderate-income students. CCNY is a true “commuter campus” as the majority of our students, faculty and staff live off-campus and must travel to classes and work daily. As a commuter campus, with limited parking, they rely on efficient and effective transportation options for their campus community.

 

19. Project: City College of New York Urban Waste Resource and Validation Facility

Recipient: Research Foundation of City University of New York

Account: National Institute of Standards and Technology, Scientific and Technical Research Services

Request: $4,000,000

Summary: This project will fund research infrastructure at the Urban Waste Resource Recovery Research Institute to test waste-to-value technologies under municipal wastewater operating conditions. This capital investment supports reactors, separation and recovery systems, analytical instrumentation, controls, data acquisition equipment, and the limited facility upgrades needed to install and operate that equipment safely.

 

20. Project: Expanding the Capabilities of the Harlem Materials Lab

Recipient: Research Foundation of the City University of New York

Account: National Institute of Standards and Technology, Scientific and Technical Research

Request: $1,510,139

Summary: This project will provide technology and equipment for a new translational research facility located in West Harlem designed to accelerate discovery and technology translation at the intersection of bio-inspired materials, laboratory automation, and artificial intelligence.
