Appropriations Requests

Please use this form to submit Fiscal Year 2022 (FY22) program and language appropriations requests to Representative Espaillat's office. If you have multiple requests, please submit a separate form for each request. Please provide as much of the requested information as possible to ensure we can fully evaluate your request. Please do not use our general form for Community Project Funding requests. To submit a request for Community Project Funding, please visit our dedicated web page for these unique requests.

Requests must be submitted through this form by Friday, April 16, 2021 in order to be considered.

What is an appropriations request?

Every year, Congress is responsible for allocating discretionary funding for federal agencies, and grants and programs administered by the federal government. As your representative and a member of the House Committee on Appropriations, I have the opportunity to advocate on behalf of programs that are important to New York's 13th Congressional District. For example, if your local fire department benefits from the Federal Emergency Management Agency (FEMA)'s Assistance to Firefighters Grants, I can advocate to maintain or increase the total funding for these grants. I can also include language in federal appropriations bills and accompanying reports that directed federal agencies about how they are implementing a certain program or about activities an agency is undertaking.

Additionally, the House Appropriations Committee has announced that it will grant a limited number of requests for Community Project Funding for federal Fiscal Year 2022 (October 1, 2021 to September 30, 2022). I am happy to facilitate the submission of requests for funding for specific projects in my congressional district that will benefit my constituents. Distinguishing between program, language, and community project funding requests

  • Program Request: A request to fund a specific program in an appropriations bill at a specified level. Example: Provide $4,000,000,000 for the Low Income Home Energy Assistance Program. Use our general appropriations request form for program requests.
  • Language Request: A request to include specific bill or report language that does not direct funding to a particular entity but encourages, urges, or directs some type of action by an agency. Example: The Committee encourages the National Cancer Institute to support research to develop diagnostic tests for early detection of kidney cancer.   • Community Project Funding Request: A funding request for a specific non-federal or non-governmental entity to carry out a specific project. Example: Provide $500,000 for a substance abuse treatment program in New York, New York. Visit our Community Project Funding page to find out about how to make these requests. Who should submit an appropriations request?

Appropriations requests should be submitted by community members who work to secure funding for federal programs from which they benefit; for example, a village administrator or a federally qualified health center's financial officer or executives.

What is the deadline to submit appropriations requests?

The House Appropriations Committee sets rigid deadlines for my office to submit requests. In order to adequately review and submit requests you make of my office, our deadline for Fiscal Year 2022 requests is Friday, April 16, 2021.

If you are a constituent or local organization and believe you will need additional time to complete your request, please call my legislative staff in my Washington, D.C. office at (202) 225-4365 and we will work with you to help, however, our office is unable to submit appropriations requests after the committee's established deadlines.

Will the information I submit be public?

Some details, including the location and substance of your request, may be public. We will never publicly share the name or other personal information of the requestor without your permission.

How should I submit a request?

Program and language requests can only be submitted using this form. Please make sure you fill out as much of the information on the form as possible so that we can best advocate for your needs, and feel free to call our office with any questions or concerns.
