ESPAILLAT SECURES FUNDING TO EQUIP CBP BORDER AGENTS WITH BODY CAMERAS

Achievement follows a multi-year effort to equip all enforcement officers with body-worn cameras in effort to improve treatment of immigrants.

NEW YORK, NY – Today, Representative Adriano Espaillat (NY-13) announced that he successfully secured $21 million in funding over the next two fiscal years to equip Customs and Border Protection (CBP) border agents with body-worn cameras. Rep. Espaillat previously secured funding for a two-year pilot study conducted by the CBP at the direction of Congress, which showed that border patrol agents and the public would benefit from implementation of body-worn cameras.

"It's long past time that we ensure interactions with border agents and other immigration enforcement officers are humane and not unnecessarily violent or intrusive," said Rep. Espaillat. "That is why I am pleased the Appropriations Committee is providing this important funding now that the House of Representatives is under Democratic leadership. I'm extremely grateful to Chairwoman Nita Lowey and Subcommittee Chairwoman Lucille Roybal-Allard for their hard work to protect immigrants and for fulfilling this important request. Next, we must keep the pressure on Immigration and Customs Enforcement to complete its pilot and deploy body-cameras to its agents as well. I am fully committed to seeing that through."

Earlier this year, Rep. Espaillatled two dozen of his colleagues in requesting the provision of the first tranche of funding for the deployment of the cameras.

Since coming to Congress, Rep. Espaillat has led a multi-year effort to equip agents at CBP and Immigration and Customs Enforcement with body-worn cameras and ensure their proper usage in order to better protect the civil rights of immigrants. He is the author of the ICE and CBP Body Camera Accountability Act, which would require U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) officers to wear body cameras when on duty. The legislation also requires the cameras to be turned on when an ICE officer or CBP agent begins their shift. Footage would also be made available during any administrative proceeding, civil action, or criminal prosecution.
