As you noted, the FY24 Legislative Branch bill before us contains $5.3 billion, excluding the $1.4 billion requested by the Senate. This total allocation of $6.7 billion is $252 million below the FY23 levels.

WASHINGTON, DC – Today, Representative Adriano Espaillat (NY-13), Ranking Member of the House Appropriations Committee’s Legislative Branch Subcommittee, issued the following opening remarks during the Committee’s markup of the Fiscal Year 2024 Department of Defense appropriations bill.

Thank you, Madame Chair.I rise in opposition to this bill, which fails to support critical climate change initiatives. Scientists agree that once Earth reaches 2.7 degrees of global heating, we reach the “point of no return” for climate change.

Thank you, Madame Chair. Unfortunately, the DHS appropriations bill before this Committee today is a non-starter for immigrant communities like my own district, and I refuse to support it.

This overtly partisan bill provides $2.1 billion dollars in wasteful spending to build a needless border wall. It also significantly increases funds for ICE removal operations, which break up families, force immigrant communities to live in fear, and do not keep us safer.
